PROEGESTERONE AND FSH LEVELS

Please someone explain to me...

We have been trying to conceive for 3 months.

In January I had a FSH level of 12.8.
In February my FSH level was 8.5.
In April, at 21 days from my first mentrual period my Progesterone level is 6.0.

Are these LOW levels, am I ovulating???

Please explain as my OB/GYN did not seem to explain well what is going on. She has an assistant call me each time with results.
