29 month old still not walking

I wonder if anyone has any suggestions, I am lost and dont know what to do or where to turn now.
My son wasnt particularly early, born at 38 week, I was really poorly in the few weeks up to the birth, pain in my kidneys, then had high blood pressure and my blood test came back abnormal so it looked like pre eclampsia. I was induced and had an abnormal amont of waters and he had poo'd. He had to go on resuss when born, but all was ok, but we noticed that he wasnt feeding at all, and was bubbling at the mouth. They took him to special care, where they suctioned his airways, tried him again with a bottle and he went grey then blue, it was awful, he was then ng tubed, and nil by mouth for the next 6 weeks. He was transferred to a London hospital 2 days later after birth with a suspected trachiosophigal fistula (sorry cant spell it) he had endoscopy and barium swallow, all came back normal, only that he showed to have GERD. He was started on meds for that. They also done a full chromosomal test, which also came back normal, they started trying to feed him via bottle, it was painful, use to take him 40 minutes to drink 15ml of milk.. he eventually started to do a bit better and was sent back to local hospital, after a week he came home, unfortunately he wouldnt wake for feeds in the night and the feeding was still slow, he ended uo back in hospital and sent home on ng tube for feeding overnight, he pulled this out after a week and then seemed to really step it up. He was well under the lowest line on the red book growth chart, but we were under a dietician and he made improvements on his own line, which was all she wanted. His con thought he had dairy intolerances etc, he had all bloods tested for this, everything came back normal, he was a huge vomiter from birth to around 1 1/2 years old, he started to vomit less, and now he just regurgitates into his mouth but swallows it down. He didnt sit properly and steadily till 8 months old, he never crawled only ever rolled, he crawls a bit now when you tell him, he will cruise aropund the furniture and walk with toys but is sooo unbalanced, he will only take about 4 - 5 steps on his own and they are not controlled, he literally rushes it. He just seems no where near walking. The con has checked him over for CP, but doesnt think he has it as his muscle tone is fine and reflexes good, he has had an MRI which has come back normal, he see physio who said that apart from a very slight tremor there is nothing physically wrong with him that would prevent him walking, although they have ordered him a walker to encourage him to walk more, he has been at the royal london having 24 hr impedance test for his reflux... I just dont know where to turn, he had a hearing test a month ago which was inconclusive as he had had an ear infection but he gets them all the time due to the reflux and I want them to check his balance, im so fed up now I just dont know where to turn now. He is under a SALT who agrees that he is only slightly delayed in his understanding and delayed in speech but nothing to be overly concerned about, he does say quite a few words and has started to put 2 or 3 words together recently. So sorry for the essay, I just dont know where to turn, ive worried for him for 29 months solidly and i just dont seem to be getting any answers!!! Thank you in advance
