qestions about my 15month old premie

my little girl is 15 months olld and she was born at 29 weeks. she was 2lbs 8 ozs at birth, she did 7 weeks in the hospital and she breathed on her own from the day she was born. she is only 18 pounds and i cant seem to make her gain weight, she grows taller... is it normal for her to still weigh so little? and when should she really start saying more than dada,baba,mama? sometimes i wonder if she to far behind she started walking like 3 weeks ago...
